How to cancel Apple Arcade

On iPhone: Settings > tap your name > Subscriptions > Apple Arcade > Cancel Subscription. On a Mac: App Store > your name > Account Settings > Subscriptions. It is billed by Apple, so there is no other route. Games stop launching when it ends; progress returns if you resubscribe.

Cancelled and still charged?

Then the charge is not coming from Apple Arcade. Whoever took your money holds the subscription — if you subscribed inside an app, it is the app store, and only the app store can stop it.
