How to cancel GitHub Pro
Open github.com/settings/billing. Under Current plan, choose Downgrade to Free. Organisation plans are billed separately — check github.com/organizations if you also pay for one. Private repositories stay; only the Pro features stop.

Cancelled and still charged?
Then the charge is not coming from GitHub Pro. Whoever took your money holds the subscription — if you subscribed inside an app, it is the app store, and only the app store can stop it.
