How to cancel Apple TV+

On iPhone or iPad: Settings > tap your name > Subscriptions > Apple TV+ > Cancel Subscription. On a Mac: App Store > your name > Account Settings > Subscriptions > Manage. On the web: tv.apple.com > your profile > Settings > Manage Subscription. It is billed by Apple, so this is the only place it can be stopped.

Cancelled and still charged?

Then the charge is not coming from Apple TV+. Whoever took your money holds the subscription — if you subscribed inside an app, it is the app store, and only the app store can stop it.
