How to cancel JetBrains All
Sign in at account.jetbrains.com and open Licenses > Subscriptions. Choose the subscription and turn off automatic renewal. After 12 continuous months you keep a perpetual fallback licence for the version you had — cancelling does not leave you with nothing. The subscription runs to the end of the paid term.

Cancelled and still charged?
Then the charge is not coming from JetBrains All. Whoever took your money holds the subscription — if you subscribed inside an app, it is the app store, and only the app store can stop it.
