Annual plans billed monthly carry an early termination fee if you cancel after the first 14 days — around half of the remaining term, charged immediately. The cancel flow offers a discounted month or a switch to a cheaper plan before it shows you that fee. Check which plan you are on first: month-to-month has no fee.
Cancelled and still charged?
Then the charge is not coming from Adobe Photoshop. Whoever took your money holds the subscription — if you subscribed inside an app, it is the app store, and only the app store can stop it.
